The university campus is about 10 minutes’ walk from Jujo station’s south exit.
As said, the Tokyo Seitoku University location is 1-7-13 Jujo-dai, Kita-ku, Tokyo, and the closest local train stations are Jujo (on the Saikyo Line) and Higashi-Jujo (="East Jujo", on the Keihin-Tohoku Line).
Tokyo Seitoku University is not close to the 2 main Tokyo airports (Haneda Airport, which is part of Tokyo metropolitan area, and Narita Airport, which is more distant, in Chiba prefecture), however public transportation by train, bus or monorail makes it easy to reach the downtown campus from both airports. The linked websites include not only the routes and stations, but also the cost of ticket for the route you will choose.
Please note that, when website information indicates "train", it refers to light rails, subway and monorails, which link almost every point of Tokyo and vicinity in a capillary network, so they're easy to use and inexpensive. That is the most popular way to move around Tokyo, but buses and taxis are also available. On the other hand, long-distance "intercity" trains connecting major cities, are called "Shinkansen" ("super express line"), but one will not need those to move to/from the airports and within Tokyo.
Two caveats: Tokyo Seitoku University has a second campus, which is not related to the conference, and is located in Chiba prefecture ("Chiba ken"). University addresses, reading "Chiba-ken", are not the right ones (Chiba is another 'ken' or prefecture of Japan, where the second TSU campus is located).
Finally, please be aware that there is also another university in Tokyo, which happens to have a similar name ('Seitoku University') but is not related to Tokyo Seitoku University and the ISPA conference.
